Changes in the international balance of powers alongside global events that took place this past year reflect the growing gap between modern challenges and the ability to overcome them. "Disorder" is wearing down the stability in the international system: the stirring riots in the Middle East, the global economic crisis, global warming, the Iranian threat, the proliferation of weapons of mass destruction, the safety of using nuclear energy, international terror, growing poverty, fundamentalist Islam, and more. What are the characteristics of the new international system in relation to the rise and fall of world powers? How should we cope with a geopolitical reality that is growing more complex? Can significant changes be implemented in the structure and authority of international organizations? Can we still hope to find some order in the global disorder?
